POSITION SUMMARY:
Fort Albany First Nation Band Representatives and Prevention/Intervention Department ensures that the best interests of the children who are involved and/or at risk of becoming involved within Child Welfare. The Finance Officer reports to the Child Welfare Director of Finance and will oversee aspects of finance to assist the Child Welfare department in all matters pertaining to child welfare protection services ensuring alignment to FAFN policies and procedures as well as the legal framework of the Child and Family Services Act.
Duties and Responsibilities
- Assists with the approval and processing of budgets, revenue, expenditures, billings, general ledger and account maintenance and data entry of same while ensuring compliance with First Nation, provincial and federal regulations, and guidelines, while maintaining appropriate internal control safeguards
- Assists in preparing financial statements at the program and board levels, prepares fiscal and budget reports for internal management and the Funder, develops projections and analysis with recommendations and conclusions for management.
- Ensures procedures and processes for the purchasing and property management functions include a purchase order system, database to record inventories and that controls and levels of signing approvals are in place.
- Oversees the supervision of assigned personnel, which includes work allocation, training, and problem resolution, evaluates performance, and makes recommendations for personnel actions, motivates employees to achieve peak productivity and performance.
- Provides day to day supervision of the work of Finance Clerks
- Arrange for lease and set up of the office space, staff premises and residential units including utilities.
- Ensure office space meets applicable fire and safety standards.
- Arrange for janitorial services, security, and maintenance of offices.
- Consult with property owner regarding lease negotiations and requirement.
- Annually appraise the performance of Finance staff and prepare reports for personnel records.
- Performs miscellaneous job-related duties as assigned by the Child Welfare Manager.
- To complete other duties as assigned.
Qualification Education Requirements
- College Diploma/Degree in Business Administration preferred but willing to train.
- Excellent analytical and critical thinking skills as they relate to financial procedures.
- Excellent inter-personal skills – assists staff, as appropriate.
- Knowledge of financial procedures, accounting, budgeting, and cost control procedures as they relate to provincial funding guidelines.
- Demonstrated ability to work independently and within a team concept through an inter-disciplinary model.
- Exceptional knowledge of the Agency’s programs and services
- Knowledge and ability work proficiently with Agency software packages, email, and the internet.
· The ability to speak Cree an asset
